As a large “infra-structure authority” the „Behörde für Stadtentwicklung und Umwelt“ (State Ministry for Urban Development and the Environment) in Hamburg is active in a wide spectrum of tasks in the areas of urban planning and landscaping, construction and housing, traffic, regenerative energies, as well as the protection of nature and environment. The authority is also instrumental in increasing the attractiveness and functionality of the Hansecity. We want to set the path for the sustainable growth of a lively, green metropolis on water with an international aura. In achieving our aim in Hamburg we are aware of our primary responsibility for the protection of the climate: within a big metropolitan region with a population of more than four million people we want to rise to the global challenge of climate change on a regional level with concrete measures and we want to make a contribution to climate protection which is above average in Germany and Europe.

The concept for climate protection, that was introduced by the Mayor on the 21st August 2007, should make Hamburg a model region in climate protection. This concept was firmly anchored as a priority in the policy of the Senate. Hamburg can build on already existing successful programs and projects for the sustainable use of energy and resource protection, as well as the promotion of the respective technology.

The great interest of the city in technological innovation for the protection of the climate is also mirrored in her commitment to the project Zemships, with whom Hamburg not only pursues the protection of climate “on her own doorstep”, but also justifies her position as a role model in this field. Often we can only achieve this course by breaking new ground, therefore the “Behörde für Stadtentwicklung und Umwelt“ has become initiator und coordinator of the Zemships project. With the realisation of Zemships the basis for the introduction of a completely new, zero-emission generation of silent ships has been created; a fact that is of special importance in sensitive areas like inner-city waters or nature reserves.
